Municipal ProfileI - Historycal BackgroundIn the year 1868, the inhabitants of Hibaya, then a barangay of the Municipality of Bilar petitioned the Archbishop of Cebu of their desire to secede from Bilar to become another Municipality. The petitioned was approved in 1871 on the condition that the three building structures will be constructed, namely, church; convent and Presidencia. In October 23,1874, these three buildings were completed. In the same year, the Archbishop decreed that Barangay. Hidaya be reclassified as a Municipality and be named as “Carmen”, in honor of our lady of Carmel in Spain. The First Parish Priest was Fr. Nalasco San Juan, a Spaniard, who simultaneously served as the spiritual/religious leader and the top administrator of the civil affairs of the Municipality
